NPA Board Scraps
Zonal Structure, Redeploys General Managers
The Nigerian Ports Authority (NPA) has scrapped the zonal structure
of the organization and reduced the number of General Managers from
25 to 22 in a wide-ranging shakeup which it said would make it more
professional and performance-driven.
A press release sent to DDH Magazine by the Principal Manager Corporate
and Strategic Communications, Ibrahim Nasiru, stated that the NPA Board
approved the changes during its meeting today in Lagos.
The changes were also geared towards business process re-engineering
and efficiency in its new role as the landlord of the port following
the 2006 concession which transferred cargo handling to private terminal
According to the release, “changes approved by the board include:
the reduction in the number of General Managers from 25 to 22; the upgrade
of the Hydrography and Dredging Department into a Division status to
be headed by a General Manager in recognition of its strategic importance
to the Authority; the upgrade of the Information and Communications
Technology Department into a Division to take more responsibilities
from Departments like Utilities; the creation of a new Monitoring and
Regulations Division; the merger of the Capital Projects and Maintenance
Divisions into a single Engineering Division to eliminate redundancies;
the scrapping of the Special Duties Division; scrapping of the zonal
office structure such that departments in the ports will now report
directly to the head office.
“Other decisions taken include: a change in the nomenclature of
nine departments and divisions including Public Affairs, which will
now be known as Corporate Communications; Overseas Office (London Office)
intoInternational Liaison Office; Capital Projects and Maintenance Divisions
now to be known as Engineering Division; Hydrography& Dredging Department
now Hydrography Services Division; Monitoring and Compliance Division
now Monitoring and Regulation Division; Commercial and Port Promotion
Services Department now Tariff& Billing Department; Secretary/Legal
Services now Legal Services; Insurance & Risk Management Department
now Enterprise Risk Management Department andthe Business Development
and Joint Venture Department into Public Private Partnership Division.
“The Authority is convinced that this new structure will enhance
its capacity to:
i. To meet its new mandate and strategic direction,
ii. Improve allocation and optimization of resources;
iii. Eliminate the duplication of resource and work duplication and
iv. Reduce cost to income ratio to the advantage of all stakeholders
and Nigerians as a whole.
“In addition to the above, the initiative will specifically forestall:
i. the duplication of responsibilities across divisions
ii. the unnecessary bottleneck currently created by the zonal office
iii. redundancies created by the transfer for certain core function
of the Authority to third party contractors and
iv. The multiple reporting relationships and attendant red tape.
The release promised that no job losses will be caused by the changes
as staff of scrapped or merged departments will be suitably re-deployed
within the organization and pleaded for the support of all Nigerians
to the achievement of the set goals.
The changes in the cadre of general managers include Goje Abudulahi
Aliyiu (General Manager Eastern Ports) who now takes charge of newly
created Corporate and Strategic Communications Division; Capt. Ebubeogu
Iheanacho who until now was General Manager Monitoring and Compliance
Western Zone, who will now serve as General Manager in the Managing
Director’s office; the General Manger Special Duties Mrs Ugo Madubuike
now assumes duty as General Manager, Monitoring and Regulatory Services;
Abdulahi Buhari who was General Manager SERVICOM will now take charge
of Administration; while Mohammed Nasir Anas, moves from Administration
The former General Manager, Monitoring and Compliance of the Eastern
Zone, Kabir Edward Dauda is now in charge of NPA’s Abuja Laison
Office. Engr. Peter Obinomen, General Manger Capital Projects now assumes
the function of GM, Public Private Partnership (PPP) and Engr. Mohammed
Ahmed Rufai GM PP and D is now General Manager – Engineering;
Mrs Ufere Carolyn, GM Superannuation now takes charge of SERVICOM and
Arc Gbadamosi Rafiu Abiodun GM Operations Western Ports moves to Superannuation.
Similarly, the General Manger Maintenance Engr. Jatto Adeiza now takes
charge of Land and Asset Administration while Onueyenwa Simeon Obumneme,
General Manager C and SP now assumes duty as the General Manager in
charge of ICT.
All handover formalities are expected to be completed by 8th September
