Abuja MoU inspects 109 ships as DG NIMASA promises cooperation...


The Abuja MoU on port state control carried out 109 inspections on foreign going vessels which called at Nigerian ports from January to May 2010 and is poised to support member states to achieve the minimum standard inspection rate of 15% per country.

This emerged when the secretary general of the Abuja MoU on Port State Control in West and Central Africa, Mrs. Mfon Ekong Usoro, paid a working visit to the director-general of Nigerian Maritime Administration and Safety Agency, NIMASA, at Maritime House in Lagos in June.

In a detailed presentation during the visit, the secretary general said that the Abuja MoU was established on 22nd October, 1999 in Abuja by a memorandum of understanding signed by Maritime Authorities of Coastal States in the West and Central Africa Region including South Africa and operates under a cooperative agreement with the International Maritime Organization (IMO).

The Abuja MoU she said covers 22 countries in the Western Seaboard of Africa, with a mission to develop a system of harmonized port state control inspection procedure for the region, aimed at the reduction of substandard shipping [tonnage], prevention of marine pollution and improvement of living and working conditions of seafarers on board ships.

She explained that port state control was the inspection of foreign ships visiting the port of another country with the purpose of determining the compliance level of the ships with relevant international conventions and codes governing maritime safety, marine pollution and the general condition of the seafarers aboard ships.

Mrs Usoro, who was director general of NIMASA in 2007, enumerated the risks associated with inefficient port state control regimes to include concentration of substandard ships in the region, higher incidents of marine accidents resulting to loss of lives and property, damage to the environment etc.

She explained that adequate funding was critical for the success of the Abuja MoU and pleaded that Nigeria and member countries signatory to the MoU live up to their financial obligations. Other areas she discussed were training of port state control officers, Abuja MoU Technical Working Groups, improvement of membership drive, urgent need to renovate and furnish an office accommodation in Lagos and payment of pending dues.

The D-G of NIMASA replied that with the visit, he was better informed on the MoU activities and was willing to provide both technical and financial support for its success, promising that NIMASA 2012 budget will make provisions for the MoU and a deputy director from the Agency will be assigned to liaise with the MoU secretariat considering the complementary role it plays with NIMASA functions.
